I upgraded my ram from 16gb to 32 gb earlier this week but i then started getting blue screens jus opening chrome or COD BO6 and on one instance the PC just cut out and gave me a grey screen i then bought a ryxen 9 5950X off of amazon to replace the ryzen 5 1600x i had before once installed it worked fine but i  didnt use the PC for a Few hours and when i went near it i noticed it was vey hot. booted into the bios and was hit with a overheating CPU warning and it was at 86c without me using it. i turned it off and removed the AIO water cooler with 2 fans on the RAD in push pull config and replaced it with the stock cooler i got off old CPU. but its running at  4% load according to task manager but the temps are still 80c or higher i played on game of BO6b and it got to 97c ive reseated the CPU twice and added a generous amount of thermal paste any ideas are greatly appreciated

That is the advertised speed. RAM manufacturers use the wrong unit when advertising their kits, they advertise the data rate which is twice the actual frequency thanks to RAM being double data rate. Programs like CPU-Z measure the actual frequency and not the data rate.

You will want to replace this, it's not enough to cool the 5950X, though it admittedly should be enough to keep that chip from throttling at idle assuming the fan itself works. I'd go back to that AIO and check to see if the pump was connected properly and running.

Can you reseat the cooler again as well and include a photo of the thermal paste spread pattern to see if it was something about how it was mounted causing the issues?
