currently using a 7800xt powercolor, it currently is using 38watts of power while its processing basically nothing, just wanted ask if this is normal or not (living in a country with a high kw/$). anyhelp will be much appreciated

specs:

Motherboard: b650m gaming wifi

Cpu:7500f

psu: 750w bronze

ram: 16x2 lexar 6400mhz

monitor: lg 144hz 1080p through displayport

Sounds like a normal AMD card connected to a high refresh rate display. I really like AMD cards, but if power is a real issue, you likely should have gone Nvidia.

oh thats sucks, but I saw somewhere people were getting around 8-12w of idle power draw, were they lying?

Probably not, they may have a different monitor, background, measuring software etc. I mean if you are running wall paper engine it going to use some real power.

You can see what is using the GPU and try and limit that application or whatever the power draw is, you can also limit the GPUs clock speed and other bits and bobs and possibly lower the idle power draw. Also are your drivers up to date?
