troubleshooting Mobo pci_e1 not working!

I’m building a PC with the MSI B650 Gaming Plus WIFI, and I’m experiencing an issue with my RX 7800 XT GPU. It doesn’t work in the primary PCIe slot (#1), but it functions properly when installed in the PCI_E3 slot. This is the second motherboard I’ve tried, as I previously encountered the same issue and replaced it. Given that this seems to be a common problem, is there anything I can do to resolve it?

Since this is the second MOBO that you have tried with the same problem, have you considered that just maybe the problem is NOT the MOBO but the GPU?

I do not believe it’s the GPU due to the fact that it worked fine in the other pci_e3 slot. I could be wrong though as I’m new to this stuff. How would I be able to diagnose the GPU as the issue?
