New GPU, fans not spinning at all on boot and no display. I've tried a different motherboard to no avail, do you think my GPU is dead? The little power led indicator at the top is on and it white. My GPU is the rx 580 8 gb. Sorry but I am a first time builder. Thank you all.

Assuming the systems work fine without the GPU, then it is likely dead.

Double check all cables, especially the GPU power cable.
