Country:  USA

Games, programs or workloads that it will be used for:  Piosolver (I need lots of cores for this), Cyber punk, minecraft (shaders, texture packs), excel, video editing, rendering videos

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 

 

 I'd like to build a computer around the AMD 9950x unless there is something superior that's only marginally more expensive e.g. 7000 series thread ripper. 

 

Parts I already have:

  • Fans - 6 noctua fans 160mm
  • SSD - TEAMGROUP MP34 4TB with DRAM SLC Cache 3D NAND TLC NVMe 1.3 PCIe Gen3x4 M.2 2280 Internal SSD
  • Hard drive
  • POWER SUPPLY: ASUS 1200W THOR PLATINUM

What I need:

  • Quiet case over cool good looking or gimicky case. 
  • CPU with at least 16 cores. 9950x or threadripper. 
  • Motherboard
  • Graphics card
  • Watercooler for CPU
  • Ram - Preferably at least 90g+ for piosolver. Ideally 240 gigs but I don't think I can get that with my budget.

List exactly what parts these are for determining what to get. There's a lot of RAM, SSDs, and HDDs out there and it could give some weird issues depending on the components picked (mainly the RAM).

This is a bad idea, and it won't work on anything. It might POST, but it won't run at speeds anywhere close to 7200MT/s, and even getting it to DDR5 6000 can be a challenge. Return this and buy a 2x48GB kit instead.

It's an old recycled part from my previous PC. I am open to getting new ram. I'll adjust my list again to add ram to needed parts and remove ram from what I have. Thank you!

This looks good. Can you reccomend a motherboard with more USB ports and can support samsung pro 990 Pro SSD 4tb?

The one I've seen that I do like that has more USB is the X870 Aorus Elite AX, it's a very good value. 

 

Also I would look away from the Samsung 990 Pro personally given the reliability issues that they had at launch. Supposedly they've been fixed but I just wouldn't trust new Samsung drives at this time.

I haven't kept up too much in the past few months, though I do know WD drives are still pretty well respected, so something like an SN850X would still be a good high end option. Gen 5 options also exist, though their usefulness is up for debate, though I don't know how reliant on storage speed Piosolver is so it might be worth it (look into it, since for everything else you listed it's a waste of $100).

Do you reccomend buying an SSD with a heatsink?

It doesn't matter, almost any motherboard you'll buy nowadays has them baked into the board that probably perform better anyway, so I'd only really get one of the ones with a heatsink if it saves a significant amount of money.

Paying $350 for a 3060 nowadays is a pretty hard recommendation. I might wait 2 weeks to see what the new Nvidia cards do to used pricing, or since I'm pretty sure you can get by without a Nvidia card look into getting one of the new Arc B580s instead as they're about the same price but much faster.

Where is a reliable place I can check the price of used graphics cards and buy them?

Ebay is usually the best bet. They've got an arguably too good buyer protection scheme where if there's any disagreement between the buyer and seller, they almost always side with the buyer and give you your money back (it's to the point where I know some people who refuse to use ebay because of that). They have a fair number of fees, so the prices for cards won't be as low as you could get on something like Facebook Marketplace, but it's still cheaper than buying new and if you want the safest way, that's the place to go.

Please note that the GPU seems to be $100 over market because of demand and supply and the some parts won't arrive until almost 30 days from now. Is this okay?

Yeah, it looks fine. The only thing I'd change is the RAM, since DDR5 6400 doesn't necessarily work out of the box on 100% of CPUs, at least in 1:1 mode where performance is good. That isn't to say that kit wouldn't work, it's just that you'd likely need to manually adjust some memory settings rather than just enabling XMP (it's not hard though). Assuming you want 96GB of RAM, I would either go for one of these two kits:

The Kingston kit is a the right speed bin to just work, though the TeamGroup kit is a bit cheaper if you are willing to mess with those settings manually.
