Over ear ear, on ear, IEM, doesn't matter, and as long as it has a cable and a nice sound for music and gaming it'll go, not skimping on used deals too.

Truthear crinacle zero blue, I bought them and they are amazing, I’ve had other iems, $400 turtle beach’s, and tried much more, the zeros are the best I’ve ever used.

Also found DT770 lookalikes, the Superlux HD 660, so those are gonna get thrown into the consideration pool as well, thanks for the recommendation!

The only thing I can personally attest to at this price point is the Kph30i with knock off grado pads, and I absolutely love them.  Not so su;re about those superlux, hard to imagine they sound any good but who knows.  Also that budget will get you the most out of IEM's which you've already considered.

IEM's and KOSS are your best options for certain, i'm just adding one over-ear suggestion to the mix, Ugreen Max5c headphones, they are shockingly good for how little money they cost, the ANC doesn't really do anything (imo this is a good thing, the ANC EQ's aren't great) they aren't the most well padded headphone out there (comfort is subjective but some extra foam would be welcome for me) but they sound unbelievable for the money, other people who have tried them say that they're on par with the Focal Bathys, and with the Jazz EQ in particular, i'm going to agree with them, for BT over-ears that sound this good i'm amazed Ugreen aren't asking for more.

 

Much as the Max5c should be a fairy-tale product, i will give a warning about buying from AliExpress (even Ugreens own aliexpress store) the pair i ordered had a number of issues in transit, got lost and fraudulently claimed they had been delivered (even internal shipping documents proving this to be false didn't sway the refund issuers at aliexpress so i just charge-backed the entire purchase) so i wound up buying a pair off ebay and went on my merry way, if you go for a pair do it through a reliable third party like amazon. Much as i want to recommend the Max5c as the insanely good headphone deal they are, i need to attach a ton of asterisks, hell i nearly went to the sponsor spot on the forums just to complain. With all my troubles with getting them shipped (and my VERY poor experiences with other Ugreen products) i cannot recommend going to Ugreen directly.

Can you use them in wired mode and have the ANC on at the same time? Do they come with an aux cable or USB audio?

Aux no, USB maybe, like i said, the ANC doesn't do much so if it does work while using USB audio then i'm just not noticing it in my nice and quiet room, but honestly i'd recommend using them wirelessly anyway, the battery lasts a decently long time and the Jazz EQ sounds amazing

What about KPH40? Any alternatives to these that cover the entire ear? I know you mentioned G pads, but is there anything, really? I'm just curiouis at this point lol

The yaxi pads on the kph40 are nice but not a game changer like the grado pads on the 30.  I've owned all of the budget koss except for the porta pro and they're all superb for the price.
