Sounds like he left the screws for the PSU in the holes for the screws. You'll have to remove the screws before you install it, but the screws are included.

This is his item description also, I don’t hear loose screws just not sure what he means by it

No, absolutely not light reflection.

No way can that silver mounting screw be light reflection. Also you can see a fraction of shine at the bottom of the black screws.

The power socket screw also in no way can be light reflection to get that difference.

 

I'm dealing with that type of screw just about every day so tend to know what those screws look like under differing light sources.

Looks like light reflection to me. Look inside the chrew head where the tip of the screwdriver goes. Looks painted black to me, not like what a chrome screw loks like.

The light is from the left hand side of picture 2. The X of the screws is in shadow and chrews (???) don't shine that way if the are painted black, only if they are chrome as the top one is. They are probably loks (???) up.🙃

 

Picture 4, the black left screw is reflecting the light and that's how it will look as far as light reflection goes. Not bright and shining.

Since you seem to be set up for it, can you possible show both screws in the same shot to show how they can look both silver and black based on the screws angle?

it's black.

No it is not black, it is speckled, not solid black as seen in the first pictures of the power supply.

That silver screw in the power supply is plated chrome, not paint.
