Hcu Problem - DLL Missing adbwinapi.dll

Hi
My HCU is not oppening and give me message

"HCU.exe The procedure entry point AdbGetInterfaceName could not be located in the dynamic link library AdbWinApi.dll".

I tried to install files to dll but HCU still cant see it. It's not only with hcu but also with dc-unlocker. The wirdest thing is that month ago i was able to open both apps. I tried many thing when I was unlocking bootloader (is unlocked now) but now i want to unlock frp and I cant open app. I have no clue what could have changed. Help me if you are a G
