part 2 of my PC wont boot, after taking it out the case it works

After hearing that the stand offs could possibly affect the mother board I took out the motherboard, now it runs the cooler fans spin the GPU fans are yet to spin but there is no red lights when the cables are plugged in. the issue is that there is a red light that indicates that there is an issue with the CPU, I've taken out the CPU and put it back in even changing the thermal paste but it still does not work, I need help.

Take a photo of the board and send it in, easiest way to diagnose the issue

Apologies, was busy yesterday, could you send the whole board?

 

Also im assuming you know but your GPU is unplugged
