If you are andriod user, i would use adb but then again that's me. You could just use SD card and transfer between those two if you have card reader as well.

 

But then again I don't know any app without internet at the moment however there are ways to do it but requires tinkering and probably you don't want that route either.

 

Maybe I'm going to make guide in future that may include this as well.

Map a network drive? Windows systems can easily make(and have enabled by default) network shares via SMB iPhones can mount.
