Cannot post. (Gigabyte B650 GAMING X AX V2 ATX) DRAM light

Got a bundle from Micro Center that included:

 

Gigabyte B650 GAMING X AX V2 ATX

Ryzen 7 9700X Granite Ridge AM5 3.80GHz 8-Core

Flare X5 Series 32GB (2 x 16GB) DDR5-6000 PC5-48000 CL36

 

The rest of the build:

 

NVIDIA GeForce RTX 4080 Super Windforce V2 Triple Fan 16GB GDDR6X

1050W Power Supply 80 Plus Gold Certified Fully Modular ATX Power Supply; PCIe 5.0 and Intel PSDG ATX 3.0; SLI and Crossfire Ready; Active PFC

C8 Wood Tempered Glass eATX Full Tower Computer Case - Black

990 PRO 2TB Samsung V NAND 3-bit MLC PCIe Gen 4 x4 NVMe M.2

NH-D15 Black CPU Cooler

 

Everything installed and on first attempt to boot the CPU LED lights up red briefly then turns off and the DRAM light turns solid red indefinitely. 

I updated BIOS to version F31 using qflash. Still no post(same issue)

I tried reseating all the cables, RAM and CPU. Still no post(same issue)

I tried disconnecting the GPU and using only 1 stick of RAM at a time in slot A2 and got the same result both times. Still no post(same issue)

 

Nothing I have done so far has changed any results. Where do I go from here?

I have swapped a new CPU, RAM and mobo(identical parts) I realized I wasn't waiting the 5-10 minutes for post but I have since been waiting long enough and not getting any different result.

The reason I updated bios was to get support for 9000 series CPU.

Micro Center told me you cannot properly flash the bios without a compatible CPU installed. Is this true?
