Graphics card suddenly decreases in power

When rendering a video, the graphics card from a load of 90-100% suddenly drops to a load of 20-30% due to this videos take longer to render. I have a GTX 960 2GB. 

You have a screen where I captured this moment. Along with the graphics card, the load on the CPU also drops. Why is that? 

The temperature is also at a good level.


The CPU temperature also at a good level I checked had about 54 degrees.
I am using Adobe Premiere Pro.
I use the most recent drivers for the graphics card and Windows 10 the most recent update. 
The video is saved on an SSD which has a read and write speed of 500MB/s.
