Monitor wonkiness

I got this monitor for my mom sometime back I can't quite remember and it started doing this I'm not certain if the problem is the monitor itself or is it possible that her graphics card is giving up the ghost. I have tried replacing the HDMI cable even though it is a digital signal I thought it'd be probably the cheapest thing for me the test and then I have tried updating the graphics drivers. It isn't even do this all the time it just will sporadically just occur
