ASRock B650M Pro RS, debug red LEDs sequence, I need someone with similar board to look at this

B650M-HDV/M.2 here, yes that's normal behavior. The way these lights work is that they tell which part of the boot process it's currently on, that way if it gets stuck that light will stay on. It will run through them all as it boots up. 

I'm trying to confirm whether this is expected, I've found this short

which is exactly what happens when I boot up my pc, 7600x.

Everything appears to be working correctly, but this thing bothers me since I have bought a used CPU and my RAM is not on compatibility list (CMK32GX5M2B6000Z30 ver 5.43.01 Hynix A-die, I have 5.43.13 which is M-die) although this shouldn't be the problem. Anyone with this board or similar one?

In the manual it says 'lights go off if the four above are functioning normally' so it seems like they are on by default and it's just a boot checkup.

Thanks for looking it up, it appears like it's indeed working correctly, but something like "! it's normal for status LEDs to be on before the system boots up" would be nice in the manual. I'm still looking for someone with this board to confirm this.

Thanks you very much! Now I can go to sleep. I've also looked at HDV/M.2 but they were only 10$ cheaper during this terrible 'black friday', same with the CPU (actually these were pricier than a month before so I went with used 7600x for a cheaper price than a new 7600), it's my first time buying something used so I was a little scared.

Well I'm trying to figure this out.
Btw. I was slightly terrified when I saw that IHS doesn't have a full contact with the die plate and I can see trough between IHS and die plate in some places, but from other photos it seems like it's the way 7000 are built.

Yeah, I've had it for a while. I wanted to play with overclocking the APUs and it was the cheapest B650 board micro center had in stock at the time. It's a pretty good board considering the price, though the IO is limited enough that I wouldn't want to use it for my main rig if I were to go AM5, though I do know I have an abnormal amount of usb devices in my system.

Nothing wrong with your setup. And yeah, the B650M Pro RS is usually the better pick anyway between the two, I don't blame you for spending the extra $10.

IHS is not the actual CPU die, but rather it's heatsink, so seeing the sides is fine

well, you could add a PCIe card to the bottom slot with more USB slots

Yeah I know it just surprised me that these gaps are so big. Last CPU I held in hand was i5 10400 and I remembered that it had a flush fit. Apparently these are designed so (even 10400 but less noticeably) that CPU wont break when the metal expands with heat.

there's not enough expansion, and also the gaps are filled with paste so any expansion just presses or pushes paste
