Long story short, I ended up ordering two 7900 XT during the various sales on Amazon. The two that I got are:

 

XFX Speedster MERC 310 Black Edition Radeon RX 7900 XT 20 GB - $639.99 USD (https://www.amazon.com/dp/B0BNLSZDCX)

PowerColor Hellhound OC Radeon RX 7900 XT 20 GB - $619.99 USD (https://www.amazon.com/dp/B0CT9JTTCJ)

 

From what I've seen online (mainly from this video: https://www.youtube.com/watch?v=baMQSAQndec) the XFX MERC 310 has a slightly higher power limit which I guess would mean slightly better performance. I like the look of the PowerColor better though. Will that power limit increase result in any actual performance benefit and it's worth the extra $20 or should I just go with the PowerColor?

You shouldn't really focus on the performance between the cards because that will be close to identical.

What you should focus on is the cooling performance and noise levels of the each card.

 

For me, cooling performance and noise levels are the most important factors when it comes to picking a GPU / version of said GPU.

Good point, however I wasn't able to find much about cooling and noise other than that cooling was considered decent for both of them. Same thing with noise. A few reports of coil whine under load for both cards, but nothing major one way or the other.

that power limit on one card could be easily adjustable with a slider on another card, or make no differnce

 

because power isn't linear against performance, undervolting can increase performance despite forcing less power

Its not even going to be that much of a difference between them really.
