Honestly, for 500$ I'd get a barebones 8th gen i7 based workstation with an 8-pin PCIe power connector, toss in a used 500GB SSD and 16GB of used 3600 ram, then spend whatever extra $ you have at a decent used GPU which only needs one 8 pin.

My recommendation would be to go with a mix of new and second hand components.

New ones:

- Motherboard, as it's the most important component of all.
- Storage, as you don't want to risk your data.
- Power supply, as a bad one can fry your system.

The rest of the components are "safe" to buy used.

 

The main issue is to find the correct overlap for the motherboard and the CPU. Search for older generation motherboards in you preferred retailer, and cross check that with second hand CPUs compatible with those MBs. With a bit of luck you can get a middle/high range used CPU for less than a low/middle range new one, or you can go for a low range one for even less money. The RAM will be mandated by the MB you can get, and the rest of the components are pretty much universal.
