I at-least want an 8-core CPU, both of you suggested AM5 builds, so here's one that I made for AM5. Although my max budget is $2000 CAD, I do want to keep as low as possible as such this is also under 1500 CAD. I am not sure about the CPU, coz Ryzen 7700($409) doesn't seem much different than 8700F($340), other than the L3 caches as such it should not have a major impact on performance. For PSU, 650W is more than enough, so do I need to get higher watts for some reason, as both suggestions had a higher wattage PSU.

If it were me, I would have spend the extra 50$, that's like 2.5% increase in total budget. 8700f is actually a cut down version, as it just the APU 8700G without igpu(integrated graphics). That thing is slower than even the 7500f, which is technically a 7600 without igpu) or get 7700xt instead of 7800xt. With your budget, I also wouldn't recommend getting 5000 series, there's really no future upgrade path other than the x3d. At the very least, with 7000/9000, even if you won't upgrade for another 5-7yrs and AM5 is no longer supported by amd. At this time with the current amd "promised',  you are still looking at 1-2 generation that would support the platform(10k and 11k, or whatever they will call it). Meaning you will still just need to buy a cpu in the future and still get decent to great performance upgrade.

If you really decide to get that newegg build, I would try to replace the psu to at least a 750w. You can definitely use a 650w on a 7800xt+8700f combination, but if you do, I would suggest to undervolt your gpu, just in case. Also PSU are some of the things you can over spec, as most of the time, you will be caring over that to future upgrades. Some even survive up to 15yrs or more and the only thing that breakdowns first are actually the fans to a well built and taken care of psu.

Budget (including currency): Ideally under 2000 CAD. Want to buy a PC before Black friday deals end.

Country: Canada

Games, programs or workloads that it will be used for: I play most types of games ranging from Monster Hunter, Need For Speed, Forza Horizon to 2d indie games like Slay the Spire, Hollow Knight etc. I am trying to get into making games, so I am looking into using Unreal engine for that.

Currently, I am using a laptop but it has AMD 5700U (APU) so I can't really play modern games at high resolution/settings. I already have an Xbox controller, keyboard and mouse so I don't really need any more peripherals. I don't have a monitor but do have 4k Tv as such I want to get a GPU that can handle that, even if it means lowering settings a bit.

7600 + 7900xtx + 32gb 6000c30

if your tv doesnt do high refresh or you just wanna cut an extra 550$ look for a used 6950xt as they should be around 7800xt pricing (~650aud) and still perform pretty decently

Actually 2k CAD can get you a lot more than that. Just letting you know almost half of your gaming experience are affected by the monitor/tv, as that's the primary peripheral you will be interacting with, so if it's not designed for pc gaming, your overall experience may not be good, regardless how good your whole built is.

Why not maxing out your budget and get a monitor. Well, at least if you have the space for it.

I went with 5900x and AM4 because I sort want a higher multi-core performance, so instead of 9600x, should I opt for 8700F($340) or 7700($409) for an 8-core CPU on Newegg.
As for the monitor, I live in a small basement so I don't really have space to install a new monitor.
