USA, Budget (Within reason looking to price for performance)

2. Aim

Gaming mostly, video editing as a hobby.

3. Monitors

2 monitors, 1440p 144hz, 1440 240hz

IMPORTANT: Looking to upgrade to 240hz,360z, or 480hz OLED at some point for main monitor.

4. Peripherals

Not Applicable to discussion.

5. Why are you upgrading?

I would like to play multiplayer shooters namely ( Deadlock, Overwatch, csgo, tf2) at high framerates (1440p) and on oled. I am concerned my 5600x will not be able to hit 360 frames consistently. I was wondering if I should upgrade to a 5700x3d since I already have AM4 or jump to the 7800x3d or 9800x3d. I would like to save money if possible, but unsure if the 5700x3d can provide me the experience I need. I am planning on getting a 50 series card, either something comparable to 4080 Super or a used 4080 super. I also like to play games like cyberpunk at 120+ fps on ultra if possible. Basically I want some informed opinions on whether I upgrade to AM5 or upgrade to 5700x3d and invest in a beefy gpu. Thank You.

Current Build:

CPU 5600x

GPU 3070ti

Power Supply: 850w Seagate

MOBO: x470 (570? AM4 x70 lol)

EDIT:

32 Gb ddr4 ram 3200

NOTE: I would like to record on OBS while maintaining a 360 fps In game, if this is too unrealistic I am willing to shoot for 240hz 240 frames in general. Thank You.

You dont play games like cyberpunk at ultra settings and also expect 120 FPS usually. Those settings, especially if they include RT, tend to absolutely tank performance. Those are generally reserved for the top end cards.

Are you actually good at those games? Or are you just a mid tier type player? Its one thing going for OLED because they look nice and will be some of the best visual quality you can buy for a few years. But unless you are actually good enough to warrant a 360hz or 480hz oled, id honestly just stick with 240hz OLED.

5700x3D is fine, but since you already have a 5600x its not going to be as dramatic of a jump as if it was an older CPU. Just comes down to how much you are paying for it. Since 9800x3D is 480$ out of the gate (and out of stock), 250$+ for a motherboard, 110$ for Ram, thats not exactly as cheap as possible as you requested.

Its gonna come down to if you actually want to upgrade your GPU to that 4080s or higher.

Also generally id advice against recording+OBS and expecting 360hz/fps with some games. With NVENC it should be fine but other games wont handle that well on a 5600x. That may be the factor that decides whether you get a 9800x3D since it can handle that just fine with a good enough gpu.

I would say I am better than average at multiplayer shooters, I wanted 360hz Oled so it was meaningful jump from 144hz IPS. However it might be optimistic to record and try to get 360hz. I am ok with upgrading to AM5, just was not sure if at 1440p it was worth to go to 7800x3d or 9800x3d. I am also close enough to a microcenter to go for a 7600x3d but I figured if I was upgrading platform it would not be enough. Also I should have clarified, I want to play cyberpunk at Ultra, No RT, DLSS on at 120+. I already get like 100 atm.

You have two choices. I would recommend going with a 5700X3D.

The other choice is a platform upgrade based on a 9800X3D. That's too expensive for the small uplift it offers over older X3D on anything above 1080p.
