I'm building a new system here. I've tried booting from USB and the SSD. Both times, they show the Windows loading screen and restart. During this, the DRAM light on the motherboard turn on. I've tried both Windows and Linux, and I even tried the memory test, which doesn't catch any errors.

I've also tried both RAM sticks individually with the same results and updated the BIOS to the most recent version.

So it won't boot into the OS, SSD or USB, but you can get into BIOS? When you boot into your BIOS settings and look at what hardware the BIOS sees, does it see all of your installed RAM?

Yep it sees the full size for both sticks, I've bought some more RAM that should hopefully come in today to rule RAM being the problem, I tried my local computer repair shop but they didn't have DDR5 or AM5 hardware to test with sadly. If it's not the RAM I'll assume the CPU as it's the only thing bought used. I suppose it could be the motherboard as well considering CPUs are generally more reliable I think? I've checked the pins on the motherboard and none were bent, and the RAM slots look fine as well.

Can you try to launch a bootable Linux USB? Not sure if you have access to another device where you could create an Ubuntu USB and see if that will boot and stay up.

Yeah already tried with a Linux Mint USB I had lying around. Able to boot into GRUB and do the memory test included with it, but if I try booting into Linux then same results.

Try to remove GPU and boot with built-in gpu. if the same happens, put back GPU and disable built-in gpu in BIOS.

EZ Debug LED These LEDs indicate the debug status of the motherboard.

LED Color Status Red CPU is not detected or fail

Yellow DRAM is not detected or fail

White GPU is not detected or fail

Green Booting device is not detected or fail

No change with IGPU or DGPU, disabled or not. New RAM sticks didn't help, but at least I have more RAM for when things work right? I'm just going to wait a week for a new CPU & Motherboard to arrive in the mail.
