Hey there, I've just put a Radeon VII in my system and noticed it was acting strange getting lots of hitching in games despite solid FPS averages. I checked temps and the hotspot is over 110C (which I know is normal for these but the core is throttling hard down to 800MHz) and the fans are stuck at 900 RPM. I tried enabling fan control in the driver software and it ignores it. Many years back this card was flashed to the newer UEFI supported vBIOS and I read somewhere that that could cause issues so I just flashed it back and no dice.

I've seen other people post about the issue online and have seen no concrete solutions. Anyone else mess with the Radeon VII and solved this?

Have you tried giving the card a good cleaning and repaste with new thermal paste?
