Why does my Xbox One controller stop working when i change the location of recording folder?

So whenever i change the location for Steam recording my controller stops working  - completely...

 

in more detail: i change the location to a different drive (as Steam saves the videos "conveniently" on my OS drive) the controller still works when i test it in Steam settings, but as soon i start a game it stops responding completely including when i test it in Steam settings... restarting the pc "fixes" it, restarting only Steam doesn't, and as soon i start a game it stops working again,  only way to actually fix it is put the Steam recording folder back to its default location (within Steam userdata folder)

 

Now seems obviously a bug,  but it doesn't make sense because Steam does automatically create a new folder (without userdata folder) on another drive when i change it in Steam recording settings... and how does that make my controller stop working...?

 

Anyone tried this and found a workaround? Not sure where to put this forward to steam "support" either... i doubt they listen, if anything it would be something for the development team (if that exists and it isn't just AI doing the programming at this point)

it shouldn't though cause it's natively supported in windows... but good point it could still be something driver related.
