Consumer Ryzen CPUs vendor locked on some Dell computers?

I was browsing my local facebook marketplace for components, and someone is selling his Ryzen 5800 from an Alienware Aurora R10. However, he warns that the CPU is vendor locked. I was under the impression that only servers and workstations were using PSB, but I found a couple posts on forums with people having to deal with vendor locked Ryzens from R10's.

 

There doesn't seem to be a lot of information online about that. Are some Alienware models using PSB, or is it uninformed users accidently enabling the feature while tinkering with bios settings? I'm curious to know if others have had issues with CPUs from Dell computers. I have to say, knowing even a Ryzen 5700/5800 from the secondhand market could happen to be vendor-locked leaves me hesitant to buy a used one.
