I ended up reinstalling windows for the 3rd time, I must have had a virus corrupting my system files, it is fixed now and the virus is gone.

Are you plugged into your motherboard, not the graphics card? Also, please mention your specs.

go to your bios and check if above 4G decoding and ReBAR are enabled. BTW which motherboard do you have?

yeah then just enable rebar. It does not have pcie gen 4 which will reduce perf but not enough to cause stuttering
