I've replaced my old motherboard, cpu, and RAM yesterday in my prebuilt, with an MSI Pro B650-S Motherboard, 7700x, and 2x16 DDR5 Ripjaw 6000mhz ram.
I'm using a Gamer Storm DeepCool 240ex rgb as a cooler in a NZXT h510, and a 3060.
I've reattached the cooler, the cpu, replaced it with an old amd cpu cooler and yet it stays at 75-85 on idle. I have no idea what to do other than replacing the cooler.

Can I do anything to improve it, or should I buy a new cooler, and if so what kind of cooler?

What % is the pump running at?

How is your thermal paste situation?

Have you taken the plastic off the bottom of the cooler?

How idle is idle?

How many case fans and how is airflow?

Have you done any overclocking or changed PBO off of auto etc?

Have you tinkered with windows power settings? You can up the minimum clock speed percentage so the cpu is ready to go quicker but runs hotter and doesnt really help much

Have you screwed the cooler down enough?

Around 95% to 100% around 2500 RPM
I suspect this to be a problem as well, so I've ordered some better quality thermal paste, but it is prety well spread

2 case fans, 1 intake on the top and 1 exhaust at the back, airflow is good

No I have not.

so much so that my screwdriver (non ltt) got a bit sheared

Hmm thats an odd one, 5-15% isnt true idle but it still shouldnt be hitting those temps, is there an air bubble stuck in the pump maybe?

 

If there is any thermal paste at all, and well spread, it should be lower, id recommend keeping the better thermal paste until the issue is figured out as that shouldnt be the cause of the issue, but will net 1 or 2C lower temps (maybe)

 

Do you feel the liquid running through the tubes, i.e. the pump may be running but is it working if you get me?

 

Are you able to monitor coolant temp? Some AIOs have a coolant temp sensor built in

One of the tubes is warmer than the other so I believe there is some flow in it, and I don't think it has any way to monitor coolant temp.
The only other thing is to change the cooler entirely, since that's the only part that has this problem, but even when I put in the old am4 box cooler the temps didn't improve at all, so if perchance it wasn't a fault wit the cooling could it be a motherboard/cpu issue?

It could be, try this, i had a similar issue where my 7800X3D was running at about 15% aswell but power draw was near maxed for no apparent reason, deleting MSI centre seemed to fix the issue and it was able to idle at minimum power again

 

Check task manager for anything drawing excess power as it may not be MSI center but something similar

No power usage is mostly low.
Am I just cursed, or should I try to buy a new cpu fan to check if its a problem in the CPU/ mother board

Nah theres a few more things to run through, are you using the correct standoffs? If not you might not have a great connection with your cpu, even with tightening the cooler down and with thermal paste

You could also try opening the case up and seeing if letting it breathe helps, is your front panel the solid or mesh version of the H510? If the solid, are the vents around the side and bottom both clean and clear of anything, both debris etc but also if its on a carpet or against a cabinet?

Finally which way around are your fans, if all fans are exhaust youll be pulling hot air from inside the case to cool the cpu and not much of it as all fans are exhaust. If so, flip the front fans to intake and also configure to push through the rad as fans push air better than pull air

When replacing, did you use new paste?

 

Also, you say you're idle?

 

But I don't see 12GB of RAM used and constant 10-20% fluctuating CPU utilization as idle.

I think I found the issue, turns out there is an height difference in am4 and am5 mounts for the cooler I'm using and I can't buy a new mounting bracket in my country so I gotta replace my cooling

Bought a Corsair A115, will follow up if it fixes it
