After Windows Reset running several applications lowers network performance drastically

After another Windows reset a couple of days ago, when running Discord, Youtube and any game whilst running a internet speed performance thing my internet speed on this particular device drops from the usual 120 Mbit/s upload and download to around 5 Mbit/s download and 0.1 Mbit/s upload. It is so bad that I constantly lag both in the game and through discord, running a speedtest without any of these apps open and active I get the expected network performance. This was not a thing before my Windows Reset as I could run "any amount" of applications and games without this happening. The lag on this device does not effect other devices or the network as a whole performance. Doing the same thing on my laptop doesnt cause any issues or lag so the network itself is not the issue. Both ethernet and WiFi has the same lagging result but I only really use ethernet.  For some reason, I dont know why, I cant go into repair mode, gives me a promt along the lines of "Couldnt Repair your PC" and some filepath, not sure if that would be important though. I reset Windows by choosing the option to keep any files and to download Windows through cloud services and this issue appeared, trying to solve this issue I reset again but without keeping any files and through the cloud services but the issue still remained. As my computer is prebuilt from Lenovo I am not sure if it was pre configured from the factory and something particular changed by the reset. The only noticable application or setting that I have seen appear after the reset that I have no memory of seing before is something called Intel Rapid Storage Technology. Nothing particular in Task Manger seems to scream wrong at me when the lag appears. 

 

Any ideas as to why now all of a sudden this is a thing, I am able to upgrade to Win 11 if that would solve something. 

 

OS: Windows 10

PC: Lenovo Legion T530-28icb (2019) prebuilt with no particular hardware change

GPU: RTX 2060

CPU: i7-9700

RAM: 16 GB

OS: Latest version of Windows 10

Storage: One NVME with mainly OS on and some games, a HDD with most games. No matter which drive an application is downloaded to, it still causes lag.

 

Any ideas or help would be much appreciated!
