Got a -100mv undervolt and my p cores set to 5.5, but in hwinfo it never goes past 5.0 under load. thermals are fine, never past 85. I disabled IA-CEP so the voltage shouldnt be holding me back? But still the only time HWiNFO reports 5.5 is when it is not under load. Any solutions?

Probably need moar powa.

 

What TDP limit are you set to? Either that, or there's a hotspot causing it to throttle at high wattage.

If you cannot figure out what HWiNFO is telling you then try running ThrottleStop 9.6

While Cinebench is running, take a screenshot of ThrottleStop with its Limit Reasons window open. That should show why your CPU is not running at full speed. Also post screenshots of the FIVR and TPL windows.

TDP is set to default, so 253 watts. but because of my undervolt I rarely hit that.

The CORE column of Limit Reasons is the important one. Whenever something lights up red under CORE, EDP OTHER will automatically light up red under RING. You can ignore the RING column

 

Are you using the latest BIOS version with Intel's recent fix? It looks like Intel reduced the maximum voltage value significantly. This is what triggers VMAX throttling. That helps protect Intel CPUs but it reduces performance. Using an earlier BIOS version is the only way around this limitation. 

 

Post screenshots of the FIVR and TPL windows so I can see your settings. 

 

Edit - It is likely the VID voltage that triggers VMAX throttling. Your ThrottleStop screenshot shows that the VID voltage is only 1.3585V. The latest BIOS is a real kick where it hurts.

I am using intel's recent fix, though it seems the real error was in my undervolt. I am now thermally limited and am getting above 5.0 because I removed the actual vrm core undervolt and replaced it with global core svid and cache svid undervolts. now I get 28500 on cinebencz, which is average for a 13700k I believe. 

Thank you for all of your help, I would not have noticed that it was the vid that was the issue

Sounds like you're hitting a voltage limit beacuse of a significant undervolt then.

 

HWinfo64 has a section that should show what your limit is, I wouldn't doubt if its voltage.
