I just upgraded my cpu from ryzen 3 3100 to ryzen 7 5700x3d but the clock speed is stuck

To confirm, did you update your BIOS to the latest version?

 

Unfortunately, in order to get a BIOS new enough that it would definitely have support for the 5700X3D specifically means that you'll need to use one of the BIOS that's designated as a "beta" BIOS - unless I'm missing something on the support page:

In theory, the 5700X3D does work as long as you at least have AGESA 1.2.0.6b/c - which appears to be available from BIOS 5.70 - so if you don't want to go with a BIOS marked "beta" then at least make sure you're on that one.

 

According to the CPU Support page, you need at least version 8.01: https://www.asrock.com/mb/AMD/B450M Pro4/index.asp#CPU

 

And when you say you used AMD Adrenalin, do you mean that it confirmed your chipset drivers were up to date?

That drastic of a change I would have reset the CMOS and/or taken the opportunity to update the BIOS. Also uninstalled old chipset drivers and installed the latest fresh.

Also check if power settings haven't reset to something like laptop/savings mode but is on no limits power mode. That happened when I upgraded.
