What can cause a photo to shutter/stutter a bit when I move it around on-screen

In general, is the photo overwhelming the GPU/video card or the CPU/RAM?
20-30MB (not GB as I originally wrote) RAW files in Lightroom Classic
It doesn't happen often but it's there sometimes.

My 6 years old desktop hardware:
27 inch 4K monitor

Core i9-9900K
32GB DDR4 RAM
RTX 2080 8GB

Soon to be :
Ryzen 9 9900X
64GB DDR5 RAM
same video card for now

Check core usage. Probably one core maxed out or 2 cores at a perfext 50%. Could also be disk usage being high.

 

That and the software was never written to handle files this big so it had to be added much later. Which meana it wont be as optimized usually.

OH! My mistake. The photo files are 20-30MB each, not GB.
