I've seen bad power supply capacitors do this. At work, we have dozens and dozens of a particular model with a flawed power supply design. They put a cheap capacitor next to a diode that gets hot enough to discolor the board. That cooks the capacitor and makes it go puffy, and when that happens the monitor makes a hissing noise and the backlight flashes. The post-warranty fix was to replace that one capacitor with a high quality one designed to withstand +125 degrees Celsius.
Just to say you checked, try another monitor or TV. That would rule your graphics card out as a cause.
