The Ryzen 7600 does come with a stock cooler but I thought you might want a little bit of RGB 🙂

You can save the 46 bucks if you want.

A Ryzen 7600/x or 7700/x would also be a great match for a 4070 Super!

I ONLY use my computer for gaming and I have a 7700x, its been fantastic 🙂

 

And if you get a somewhat decent motherboard you can always upgrade to the upcoming 9800X3D when it drops in price in 2-3 years.

 

Here is a 10 game average at 1440p with an RTX 4090.

You can see that the 7600/x and 7700/x keep up really well!

The 7600 is my favorite 'budget' CPU, the power to performance is incredible.

Unfortunately the 7800X3D is not in this slide.

if you're cutting costs I'd say go for air cooling instead of the 360 aio and if you're not too set on the case pick something with 3 or 4 included fans and keep the high end cpu. I'd say opt into x3d amdbois

RGB isn’t a must have but I do like it

Exactly! So its up to you 🙂  The Peerless Asassin SE120 RGB is also good enough to cool higher end CPU's if you want to upgrade to a 7800X3D or 9800X3D later.

The motherboard can also handle both CPU's easily.

The Montech SKY TWO GX comes with 3 pre-installed front fans so you basically only need one rear fan for exhaust.  If you want to save on the extra fans as well.

This can also be upgraded or added later.

If it were me, I would probably built around this. Future proofing is really a hit or miss. However, from my own experience, if you have the budget and would be spending anyway, it's better to stay near the number of the core count of the current consoles, as most games would be developed around them. So if you are intending to keep this build for a while, then get at least 8 cores, does not matter if it's a 7700 or 9700x. While 7600 and 7700 would almost have the exact same gaming performance right now in general. Games are now starting to favor 8cores and above. As for the GPU, focus on getting those with 16gb vram. As you are eying 4070s, then look at those gpus that's around the same performance but has more vram. Try looking at rx 580 8gb  vs 1060 6gb, 3060ti 8gb vs 6700xt 12gb, 3070 8gb/3070ti 8gb vs 6800 16gb/6800xt 16gb. When they were release, they were trading blows. But with the release of the new games, those that has more vram performs better. If not in higher fps count, those cards that had higher vram have higher 1% and .01% low, making it smoother.

Another advice I would give you, that may seem stupid if you already know it, don't cheapen out on your monitor. It's ok to get budget monitors, just make sure it's one of the good ones. It does not matter how good your system is, if you accidentally got a crappy monitor, you will not enjoy the experience. It's basically the main peripheral you look at when you interact with your system.
