Cpu goes up to 90 degrees C, but after restart goes normal.

Hi guys, just build a new rig for gaming. 7800x3d, gygabite b650, lian li hydroshift AIO… I got this weird problem its like 50/50 for it to occur, most of the times on first start up of the day. The cpu will start climbing fast in temperature , of 80 degrees and up and the fans will scream. But if I restart my pc it will most likely run just perfectly fine and I can use it hard (ran cinebench and more, it was fine). Is it software problem where it think’s that cpu is hotter than it is or something else? I have not re pasted it because it runs just fine when it does. Everything is brand new except cpu, it is second hand (seller said it was used for few weeks for gaming but then sold his pc in parts because he didn’t need so powerful pc).

When that happens next time.  Can you touch the tubes coming out of the pump to see if they are warm.

If both tubes are warm then the pump is working and moving water around the tubes / radiator ( One should be colder than the other but still warm to the touch )

If the tubes are cold to the touch then no liquid is being pumped around and it could be a problem where the pump is not starting.
