First tiem Intel user unstable clock speed

clock speeds will only be stable under a constant, steady, workload.

Most workloads will result in both teh CPU and GPU going up and down in speed at various points during the apps running.  

 

Completely normal 

So in short. My friend is using Intel and Im as amd user dont know so much about it. While gaming his clock speed often drops from 5ghz~ to 3.8ghz then back up and back down again every few minutes or so he says. Is that a normal behaviour? Temps are fine quite low no OC or smth.

Depends. What games was he playing, and what are you using to measure clock speed?

if the game doesnt need the cpu to run full tilt, it wont run full tilt.

Sounds like it's just the intel turbo boost technology, why would the CPU constantly run at max speed if it doesn't need to?
