Weird crackling noise from PC when turn off

My pc is start to create weird crackling when turning off after 10 seconds, after I press the switch off button on PSU the noise is gone am I having bad PSU or it because I don't have grounding in my house? (yes my house doesn't have grounding I know this because when I touch  the end of a cable/plug that plug in it shock me)

MSI PRO B760M-A DDR4 wifi - never updated the bios

It could be the fan blades sag at lower spinning velocity and are brushing stuff below it, that's what it sounds like to me. Depending on how long you've had it that should be covered under warranty. A pretty common issue with that PSU in specific and the Coolermaster MWE series is coil whine. It's not dangerous but I don't think it's that because the noise is too deep and spaced out, also you said it happens 10 seconds after shutdown whereas coil whine happens under load. If it is the fan that frictions will shorten the life of your PSU, id recommend just get another one since they're not expensive.

Well now my pc is shut down after every time I run furmark so it's probably my PSU failing

this is a bad PSU, get a new one asap, best not the same model again, get a Corsair RMX for example.

Well I thought this PSU supposed to be good one I looked it up on PSU tier list I only bought it a year ago

Corsair Rmx is pretty expensive is there other option for cheaper PSU but have good quality?

Seasonic, Evga, Thermaltake. You should find one on sale that fits your needs.
