Do i need to buy a bigger PSU for 7900 xt and 7600x

You should be fine, but it is cutting it close yes

 

If you are worried, just lower the power limits and you won't be losing out on much performance

i am building a pc for my little brother and i have a 650w psu from corsair CV650. 

it was used for about 2 years in my pc until i upgraded last christmas.

according to pcpartpicker it only draw 530 watts but i am septical because amd recommends 750w minimum.

Yes it should be fine. If it can handle the spikes. If not you'll know soon enough, it'll shut down randomly when under load.
