PC doesn't post - lights come on, no fans spinning, VGA light on

Hi. I recently built a friend's PC with these specs:

- Ryzen 5 5600X (with stock cooler)

- MSI B550 Tomahawk

- 2x8GB DDR4 Corsair Vengeance LPX (One of these sticks had been acting strangely and only functioned in the 1 & 2 slots with the other stick)

- Nvidia RTX 3060

- Corsair RM750e (with the cables it came with)

- Dual 1080p 144hz monitors (unknown brand)

 

Overall this build was kind of temperamental - first time we tried to boot we discovered the PSU was DOA and had a replacement shipped, which after some troubleshooting, we got to work for a couple of days without issue. His PC had no issue for several days until today, where he reports that he suddenly lost display while playing Rocket league and shut his PC off before switching it back on. Allegedly it worked fine for another hour, did it again, and he tried to un-plug and re-plug the power supply cord before attempting another boot. This time, unlike previous no-posts, the fans simply lit up without spinning, and the VGA debug light on the motherboard switched on with no POST/boot.

 

He has tried some basic troubleshooting without diving into the case (connecting hdmi/DP cables to motherboard instead, testing outside connections, trying with monitors turned off/on/unplugged/one at a time) but nothing has resulted in any changes. I'm not sure what to tell him currently and he isn't too confident mucking around inside the case, which is why he had me build it in the first place. Anyone have any ideas or have had this issue before?

If they've got it try a different pcie slot. That's how I resolved my issue. Also a cmos clear and trying swapping around ram always are decent steps to try
