Random CPU Utilization Drops, no idea why send help plz ty

Hey yall as from the title I have no idea what's going on. Just got to college and had to give up my pc so I decided to find some cheap laptop that was on sale just to game a lil and maybe do a bit of CAD work. 
THE PROBLEM

So whenever I try to play a games such as leauge or val, I would see that my frames were really bad, borderline horrendous. I know I did cheap out a little but didn't think valorant would run at 40 fps with a 2050 and a ryzen 5 7535HS. I did a little investigating and found that my cpu utilization was only at 10-20% (max maybe 25%). So I did what was most intuitive and restarted and updated all the drivers. For a while it was running fine, (around 240 fps valorant and 144+ on leauge and 60-85% cpu utilization), but now the problem is that sometimes the cpu utilization just goes back to the 10-20% utiliztaion. The problem isn't really reproduceable so when I boot up a game I either get really horrid framerate or decent frames for games like leauge and valorant. 

 

If anyone has any insight on what to do, what to try, I'm all ears. Any help would be appreciated. If there are any questions with my explanation skills please feel free to ask. I can also run any test or diagnostics stuff if yall want to try to understand more of the problem. Once again thanks for looking at my post👍

FYI the model of the laptop is 15-fb1000ca if yall want to check some of the specs out yourself, maybe figure out the issue.

My first guess is probably thermal limit and overheating issue. Second is drivers, try to update all drivers and us ddu in removing the current gpu driver and reinstall the latest one.

Hey man thanks for reading. For your first suggestion, I highly doubt it because I could have come home from classes with the laptop shut off for the whole day and have a random chance at it either working properly or not. Also its not like a thermal throttling issue as even at 90+ degrees for gpu, it still gives 200ish fps when working properly. I also do have the computer plugged in to make sure its getting enough power. As for updating the drivers I will try tmr morning in uninstalling them and re installing them.
