7600x or 7700x for new build?

The 7700X is the better CPU, yes.  For what you do, and using the philosophy of $50 over 5 years... it's something I would do.  

 

Get the 7700X, use PBO/CO to reduce temps and power usage, and you've got a fantastic gaming CPU and a stout 8c/16t workhorse.

7700xt is a much better gpu. Get that for sure, just make sure it's in proper working order since it's an open box.

I'm sorry I was talking about the ryzen 5 7600x and the ryzen 7 770x. I should have been more clear

No, you're good.  The 7700X will achieve over 5.5GHz at 85c and 80w usage, at least mine did.   

 

I'd love to recommend the 7800X3D but at over $400 now, the 7700X is a great gap filler.

Yeah for my use case I just can't justify the cost of the 7800x3d

Oh my bad. No you're right, you didn't write xt, I just keep thinking of GPU's today 😄
Funnily enough though, 7700x is better. You get 2 more cores and higher clock speeds, goes better for productive workloads.

For video editing or any other productivity workloads, the 7700X is the clear choice out of those two.
