problem, 2nd monitor, artifacts

my second monitor has these artifacts not all of the time, a simple reset doesn't always fit it. I have reseeded the ram, updated all drivers, used different cords hdmi and display, reseeded the GPU. I am at a loss at what is causing this or how to fix it.

Specs:

monitor 1: odyssey G95SC

monitor 2 (issues): Dell U3417W

CPU: i9-13900k (I have run different stress test as well as bios update runs stable)

GPU: msi suprim x rtx 3080

RAM: 2x32gb g.skill 3200 MHz ddr5

MOBO: Gigabyte z790 Aorus Elite AX

What standard are each of them connected to? HDMI or DP?

Either way, try using the other standard on the borked monitor or a different port on the gpu and/or monitor and see if that helps.

Recently I had a several month-long endeavor only to find out (hopefully) that the HDMI port on my 3080 was going the way of the dodo bird and when I use DP on it there is no issue.
