My friend bout a new gpu and its bottlenecking what can we do?

As the title says, my friend just bought a new 4070 super to replace his old 1070. His current CPU is a 9700k and is bottlenecking pretty bad. Every game has the CPU at 100% usage while the GPU is at around 10%. This is causing every game he plays to have a horrible stutter. What can we do without buying a new CPU? That would 100% solve the issue, but it's not really viable for him at the moment. Do you have any suggestions on what we can do?

what exact ram, what motherboard, what CPU cooler? fast ram and a CPU overclock might help.

Crank the settings as high as possible. Put a frame rate cap. Up the resolution.

No offense, but should have thought about that before dropping $500 on the 4070 Super maybe.

 

OC the 9700K to all core 5.2GHz, or as near as possible. 

 

This "Ram: 2 16gb sticks of ddr4 gskill ripjaws 2133 MHz"  does not specifically exist in singularity.  What EXACT RAM does he have?  He may not simply have set XMP.
