why such a small cpu cooler?

there are better fans than the f12 ppc at that pricepoint, take a look at the phanteks d30's
 

lastly, why design a system around something that isnt even out yet?

I'm going to build it in late 2024 to early 2050. Waiting for Rtx 5090. I need fast and strong PC to do 3D design and Game Development.

New Intel CPU are likely in that time frame. It's too early to be detailing this build.

80+ ratings certify electrical efficiency. Not quality.
