How to make CPU downclock during idle?

Hi, I have a ryzen 7 7700X cpu and while idle my clock speeds are at around 5.00-5.1 GHz and my temperatures are a bit high i think (45C while idle). Is there a way to make sure the cpu downclocks below base? My windows power plan is High Performance but I have the minimum CPU state at 0%. I have an MSI bios.

No reason to touch this for normal operation. return to defaults, it doesn't make anything faster. 

 

How are you measuring clockspeed? Task Manager will not give what you're looking for, it doesn't properly calculate per core clockspeeds in varying/low load conditions. You need to use Ryzen Master or HWiNFO's "Effective Clockspeed" section.

I see, effective clockspeed is at around 300MHz. Isn't 45C high at these speeds?

those temps are totally fine at idle

That's exactly what this power plan is supposed to do. It prevents the CPU from reducing its clocks, even though there's generally no point to it. Modern CPUs can switch between clock speeds in microseconds. Keeping it at max clock speed all the time doesn't help anything.

Totally normal for Ryzen. Die temp has more factors than just clockspeed.
