Need help with DDR3 Secondary Timings

Need help/advice on how to lower secondary timings since i don't understand them.

for example there is write to read delay and read to write delay. and write recovery time

 

Ram Kit is dual rank 2x8GB running at 2400mt/s 10-12-12-31 the other timings are auto by motherboard

RAS# PRE Time: 12
RAS# ACT Time: 31
READ to PRE Time: 7
RAS# to RAS# Delay: 6
WRITE to READ Delay: 7
CAS# write Latency: 8
WRITE Recovery Time: 14
REF Cycle Time: 300ns
Row Cycle Time: 46
READ To WRITE Delay: 9
WRITE To READ Delay(DD): 1
WRITE To WRITE Timing: 3
READ To READ Timing: 3
Refresh Rate: 7.8ms
Command Rate: 2

 

System:

AMD FX-8350 4.5Ghz 1.425v(medium llc)

ASUS Crosshair V Formula Z NB/HT 2600mhz(cpu/nb 1.3v with regular llc)

for example:

WRITE to READ Delay: 7

READ To WRITE Delay: 9

 

those two can be same value, without causing any issue?
