If you like Nvidia more or need raytracing, get which ever one fits your budget. Personally I'd not go for the the 4060ti though. Otherwise the 7900GRE is great for performance/value. I wouldn't worry about the 12 pin issue anymore. Especially not with such a low power card.

If you can manage to hold out with your 1060 until the end of the year, AMD is currently rumored to launch a card with roughly RX 7900XTX performance for ~500-600 USD. It's also supposedly way better at ray tracing than the current generation. But these are just the current rumors. (Source: Moore's Law is Dead)

Recently, the 12 pins havent been an issue as they were updated/redesigned. Do you do any Raytracing? If no, then id recommend the 7900GRE, better performance for the same price or cheaper than the 4070S, if you do enjoy RTing, then id say the 4070S. The 7800xt would also be a good option too, im running one for 1440p 170Hz myself and it hits that in all games you expect it to (it doesnt hit it in BG3, Cyberpunk etc, but as i said, i dont expect to hit 170fps in these games at 1440p)

System specs:

Motherboard: MSI MAG B650 TOMAHAWK WIFI

Melting connectors weren't ever an issue on 4070 afaik, only on 4090 and some 4080

Anyway best price/perf is 7900GRE, but it's only marginally faster than a 3080, worst RT and no DLSS.. If you want a "nice" upgrade you should target 7900XT or 4070TiSuper
