Hearts of iron 4 best cpu for am4?

Hi, just bought a asus prime b450m-a ii along with a ryzen 5 4500 (i know you would have better performance of a 3600 but i was really dumb and didnt think about that)

And i would like to know, is 5000 series the best i can get? especially for hearts of iron 4?

I mean at full speed currently with my cpu its getting like 20-30 fps

Should i buy 7th gen cpu or switch to intel? (im on a budget of like 200 euro cpu+mobo)

Best gaming CPU you can get on AM4 is 5800X3D. Price to performance you might be better off with a 5700X3D.

Intel 13th or 14th gen is pretty much a no-go right now (because of their CPU degrading issues), plus it would require a new motherboard, same as an AM5 CPU. Just getting a new CPU will make your 200€ go further.

~edit: Are you certain your CPU is at fault and you're not limited by your GPU instead?

The paradox game from 2016? You should be getting much better framerates than that with what you have. I'd look into other things. Are you running dual channel ram? How much ram do you have?

This is a game issue not a hardware issue unless you only have one stick of ram.

Also did you REINSTALL windows or did you use the drive from the before the upgrade system?

As this may simply be a drivers going haywire issue if you just slapped in the old drive.

Other way around: does the motherboard support the CPU?

You can find that info on the motherboard manufacturer's site:

https://www.asus.com/motherboards-components/motherboards/prime/prime-b450m-a-ii/helpdesk_cpu?model2Name=PRIME-B450M-A-II

It does, but you'll have to check if your BIOS is recent enough. If not, you'll need to update it beforehand.
