How to bypass website/app bans?

Last week government banned Instagram and Roblox in my country. It looks like they will continue banning websites, banning Discord is one of their plans. I'm usually using vpn but i think it's not completely safe for gaming or logging in accounts also mobile service operators can make me pay more if i make phone calls while using VPN. I tried using DNS but my ISP ignoring my DNS and using their own. Do you have any suggestions for that, can i route some websites through VPN? I'm open to all kind of suggestions, thanks.
