Gigabyte 3070ti Fans pinned at max speed

Unfortunately, the gpu still sounds like jet. The thing I still have in my mind is that it ramps up as soon as it gets power. I also reset the cmos and looked through the bios for any gpu settings but the only fan control in there is cpu and sysfans. I'm completely stumped.

Did you maybe unplug the fan connector on the GPU slightly? Just enough to stop the pwm control.

I have this gpu(Gigabyte 3070Ti) for context. I've had this computer for about a year and a half. I just tried adding a new HDD, which went fine. I did take out the gpu so I could plug in the sata cable into the mobo easier. But when I turn the pc back on, the rightmost fan instantly goes to 100% speed. I've used OpenRGB to control the fan speed for months and it worked great for all my rgb and fan curves with the right plugins; but, now the rightmost fan under the power connectors is uncontrollably spinning at max speed.
I've tried using afterburner to control fan speed, I tried using a different power connector, I used a different pcie slot with no different outcome. I don't know what happened or what to do.

just go backwards - this is really bizarre - so try unplugging the HDD and take out and then put back in the GPU

I think alike to @Bagzie, you may have slightly unplugged the fan, you need to unscrew the shroud and replug it fully

Beware these are often tiny fragile connectors, you may need tweezers to do it safely

Omg, it was a loose fan connector on the gpu. I didn't open the gpu or jostle the card almost at all, but I guess that was it. Thanks for the brainstorm cause it would've taken at least a few days for me to open the gpu by process of elimination. Thanks
@Bagzie and @PDifolco!
