You want low profile RAM so that it doesn't impede that dual tower cpu cooler and DDR5-6000 CL30 if you plan on gaming.

Lol I am not going to deny that water cooling is better but is also more risky in my eyes. I have never tried it because i am scared to wreck my system if i mess up. Plus i dont have a lot of money to throw around so if i lose a core components like my mobo to water damage it will be months before i can replace it.

It also looks like your consistent with that cpu and gpu pairing so i will go with that to avoid bottle necking.

The RAM clearance on B650 Motherboard with a Thermalright PA can be within margain of error,

 

in worst case there are workarounds to achieve the goal of completeng the PC,

you can have RAM barely clearing the dimms,

 

or if it's in this case, just blocked by the fan, there are 2 options,

 

you can mount the fan slightly higher to clear RAM,

 

or you can mount the fan backwards on the opposite side of the cooler, instead using it as fan that pulls hot air from the heatsink and pushes it out to the back.
