DisplayFusion can do this. It can create virtual monitors of existing monitor area. I haven't used that feature in years and when I did, it was bit hit and miss. Might be better, its been probably 10 years.

Hello.

 

I just buy a lg c3.

 

I'm looking for a soft to cut my screen in different area.

 

I know the windows tool with the pre-programmed sizes. I am looking for software or a method to cut the screen in a custom way.

 

Do you Know à soft? 

 

Also how can I emulate a 21/9 monitor.

Have you tried the microsoft powertoys (https://github.com/microsoft/PowerToys)

If you go to the "FancyZones" part of it, there is a layout editor.

 

You can even do really crazy layouts like this image.thumb.png.f7adb81726513b16342d53dc13a53d4a.png

 

But I think it will always leave the small border around it free and not 100% snap to borders as the windows integrated one does. But try it out and see if it works for you! (The zones can even overlap, if you are into that)
