low fps in fortnite gtx 980 i7 4770k

my friend while playing fortnite gets between 10 - 60 fps and its not a stable framerate at all, other games like cs2 have no issues, we have tried:

checking temps
different modes (dx11,12,performance)
capping the fps to 60

So what are the temps btw? 83c on gpu locked and i7 4770 under 100c?

 

clockspeeds somewhat normal?

Talking performance worse than a handheld like the Steam Deck or ROG Ally with a CPU that old. Some games will be fine, some won't. 

 

I'm assuming you've got everything set to low and on DX11?

60 - 76c CPU

around 80 gpu

clock speed normal

Best you can probably do is run the game at a lower resolution, see if that makes it at least playable. 720p if you have to.

The weirdness is that it runs mostly fine still on an i7 3770 with decently stable 60fps+ so it's a bit weird to have it run at 10.
