I saw some videos saying not to pair 13 and 14 gen cpu with 3060 and 4060.
is this true?

should I instead switch to Ryzen?

This is not true.  The 13400F is a great CPU to pair with the RTX 4060.

You will have a better upgrade path if you go with AM5 / Ryzen 7000 as this platform will still be supported for another 5 years according to AMD.

 

I suggest getting the Ryzen 7600/x with 6000Mhz CL30 DDR5 memory.

The 4060 isn't a great buy neither, the 7600XT is faster and has double the VRAM for not much more money

Its advised until we know more about the Intel problem, not to buy any 13th/14th gen.

There's no bottleneck to speak of. They are a fine power match. 

As mentioned above, there are some issues that have cropped up with 13th and 14th gen Intel chips that make them tough to recommend.

Ryzen is a good option, 12th gen is still a good option. 

As mentioned above, there are quite a few great GPU options in the 4060's price range that are as good or better performance-wise, too:

 

For AMD, there's the RX6800XT, 6900(XT), 6950(XT), 7800 can all be had ~$400 USD.

For nVidia there's the RTX 2080(ti), 3070(ti), 3080(ti) all available around or less than $400 USD (used in most cases.)

The 3080 is a significant performance jump from the 4060. In most cases, it will match what the 4060 can meet at DLSS stable, and as the resolution goes up (like in 2k as you've indicated,) it's only going to show a higher level of dominance.

 

If I were in the market for a GPU currently, I'd be looking at a used RTX 3070ti or 3080 myself. It's a great price to performance case in the used market right now.
